EuroComment publishes eight electronic Briefing Notes each year on every meeting of the European Council, the single most important institution in the European Union and the core of the European system of government. The Council, which brings together the heads of state or government of every member state and the president of the European Commission, meets at least four times a year.

The author of the Briefing Notes is Peter Ludlow, founding director of CEPS in Brussels and executive president of the European Strategy Forum.
